Ancient with Initials???

Dunno what this old bugger is.

The Initials should be a clue for someone.

It's around 1/2 as thick as a Killerlure & 4" long roughly

Thin wire for hangers & tow.

I have a sneaking suspicion it's been sliced & had wire wacked right through.

Does any know what LTL might stand for.
Could it be a early Leads or Lee's.
